It's really pretty, but take into account that she really isn't this white-skinned. The way her skin color is described in the books she sounds a bit like a Latina, little darker. ;)

Not to mention the fact that her father knew of different plants and their medicinal uses and pasted the knowledge on to his daughter and also his wife (her being a nurse and all with sweet Prim being her little helper) Native americans are very intune with nature and the ways of getting what they need from it weather it be making medicine from plants or hunting for food (He knew how to hunt thus providing for his family) and he pasted that on to his daughter as well.

Also Katniss and Prim both were their hair in braids most of the time (Braids are commonly the favorite hair style of native amerian females)

No, It's more likely she's more native american looking. Based on the way she is described in the books. Plus both her and her sister's names being earthy names (after flowers)native americans love showing homage to the earth in that way and even furthermore their last name isn't of latina hertiage, and lastly the location of district twelve all make it more possible.
